Challenges of bilateral cooperation between China and West African countries: The case of the Liptako-Gourma countries (Niger, Mali, Burkina Faso)

The research on bilateral cooperation between China and the Liptako-Gourma countries highlights several complex challenges. The bilateral cooperation between China and West African states , farmed within the Forum on China-Africa Cooperation (FOCAC), has historically been characterized by massive infrastructure financing, resource-for-loans deals, and a principle of non-interference. However, the only context of the Liptako-Gourma région encompassing Niger,Mali, and Burkina Faso presents a critical case study for examining the limits and challenges of this model. This part of the Sahel region is currently the epicenter of a complex security crisis involving jihadist insurgencies,communal conflicts, and weak state governance. Compounding this, all three countries have recently experienced military coups, leading to strained relations with traditional Western partners like France and the European Union, and a pivot towards new alliances including Russia. This research aims to investigate the specific challenges that the deteriorating security and political situation in the Liptako-Gourma région poses to the established framework of Sino-African bilateral cooperation. The central problem is the growing misalignment between China's primarily economic, state-centric engagement model and the acute security and governance failures in its partner countries.
