穆库尔·桑瓦尔于1971年印度开始从政,并负责多个地区的发展、税收征收和公共秩序。他担任过省级职务,包括州行政培训学院院长和农业秘书,在这些职位上,他借助世界银行的援助引入了“培训与访问”制度。他是印度政府污染控制与国际合作部门的第一任主任,并制定了《减少污染政策声明》。1992年,他代表印度出席了里约热内卢会议,并担任气候变化条约、21世纪议程、森林原则的主要谈判代表,还共同主持了导致《里约热内卢宣言》的谈判。

Mukul Sanwal was appointed to the Indian Administrative Service in 1971 and served in a number of districts as Head of Administration responsible for development, revenue collection and public order. He held provincial level positions, including Director-General of the State Administrative Training Academy and Secretary Agriculture, where he introduced the ‘Training and Visit’ system with World Bank assistance. He was the first head of the Division of Pollution Control and International Cooperation in the Government of India, and developed the Policy Statement on Abatement of Pollution. Represented India at the Rio Conference in 1992 and was the lead negotiator for the Climate Change treaty, Agenda 21, Forest Principles and co-chaired the negotiations leading to the Rio Declaration.

He joined the United Nations in 1993 as policy adviser to the Executive Director of UNEP and later to the Executive Secretary of the UNFCCC, and was closely associated with the establishment of the Global Environment Facility and its Scientific and Technical Advisory Panel and Inter-Agency Relations of the UN supporting the Chief Executives Board of the UN as member of the High Level Committee on Programs. He is among the group of scientists that contributed to the work of the Intergovernmental Panel on Climate Change from its establishment leading to the award of the Nobel Peace Prize for 2007 to the IPCC.

He played a lead role in the drafting of the National Action Plan on Climate Change of India and was co-chair of the Expert Committee on Strategic Knowledge related to Climate Change established by the Ministry of Science and Technology of the Government of India. He has a Master in Public Administration from Harvard University, USA. As a Professor of Practice he was invited to teach a course on International Relations at the University of Business and the Economy, Beijing, China (2011), on the Politics of Climate Change at the University of Massachusetts, USA (2013) and modules on climate change at Tsinghua University, Beijing, China, in the period 2014 - 2018. He has contributed widely to international journals on global environmental change, climate change, sustainable development and strategic affairs and has a blog on the India Environment Portal. His major publication is the ‘World’s Search for Sustainable Development: a perspective from the global south’ published by Cambridge University Press in August 2015.
